According to the regulations of the International Aviation Organization for the transport of dangerous goods (ICAO) No. 4 (2015-2015), the regulations are updated. The relevant requirements are hereby notified as follows:
1、 Lithium ion batteries (un3480, pi965-ia, IB and II) transported separately are only allowed to be transported by freighter from April 1.
1. From 0:00 on March 30, 2016, passenger flights operated by China Eastern Airlines logistics station will stop loading lithium-ion battery packages for separate transportation; from 0:00 on March 31, 2016, passenger flights operated by China Eastern Airlines logistics station will stop loading lithium-ion battery packages for separate transportation; 2 The lithium-ion battery packages transported by freighter can be collected and transported normally, and the transportation shall meet the requirements of the latest dangerous goods regulations. 3. Pi965-ia, IB and II must be pasted with cargo only label in addition to the original label. The labels required for pi965-ib and pi965-ii goods must be pasted on the same side. (except for the approval of the operator and China Eastern logistics, the above requirements also apply to pi968)
2、 Charge requirements for separately transported lithium ion batteries (un3480, pi965-ia, IB and II): the charge of the lithium ion battery cell or battery delivered by the shipper shall not exceed 30% of its nominal capacity.
1. The shipper or its agent must declare in the handling information column of the freight bill "The state of charge of the battery shall not exceed 30% of the rated capacity" or "The lithium ion batteries/cells are at 30%" SoC or less". Note: China Airlines (CI) difference-CI can only transport PI965 IA and IB, and the shipper is required to declare in the additional handling information column of the declaration form (DGD). 2. If the load of PI965-IA or IB delivered by the shipper or its agent exceeds 30%, the written approval of the Civil Aviation Administration and the carrier must be submitted for transportation.
3. The latest requirements of PI965-II or PI968-II packaging: each shipment can only allow up to one package containing PI965-II or PI968-II; and only one package containing PI965-II or PI965-II or For PI968-II packages, each package or collective package containing PI965-II or PI968-II must be delivered separately (separate from general cargo), and is not allowed to be assembled in a container for delivery. 1. The shipper or its agent must fill in the relevant content in the "2016 Section II Lithium Battery Transport Declaration" in a standardized manner. If the content of the declaration is unclear, the logistics station of China Eastern Airlines will stop the collection. 2. The shipper or its agent must proactively declare the number of packages of PI965/968-II lithium batteries to the security inspector when delivering the shipment, and at the same time, the single cargo or general cargo in the collective package and the packages of PI965/968-II lithium batteries must be declared After passing the security check separately, if the security check personnel have doubts, they should actively cooperate with the unpacking inspection.
4. Due to changes in transportation rules, the appraisal agency has updated the appraisal report for separately transported lithium-ion batteries (UN3480, PI965-IA, IB and II) from April 1, and adjusted the appraisal results and content. The shipper must replace the new PI965 lithium battery appraisal report before April 1. The appraisal conclusion in the report must be updated to "PI965-IA, IB or II only for cargo aircraft". At the same time, the PI965 lithium battery appraisal report must indicate "The charge of the delivered lithium battery does not exceed 30% of the rated capacity". Note: China Eastern Airlines difference-if it is not stated in the appraisal report that the charge is less than 30%, it is not allowed to be accepted.
5. When the electric balance vehicle powered by lithium batteries is used as cargo, it shall be transported by air in accordance with the provisions of the International Air Transport Association "Dangerous Goods Regulations" UN3171.
